All prices are supply-and-fit for a standard residential roof in the West Midlands region and include VAT. Complex shapes, poor access, or significant substrate work will add to the cost.
EPDM Rubber
EPDM (ethylene propylene diene monomer) is a synthetic rubber membrane that has become the dominant choice for residential flat roofs in the UK over the past 15 years. It is supplied in large single sheets and heat-welded or cold-adhesive bonded to the deck, leaving very few seams - and seams are where flat roofs almost always fail.
Why EPDM suits Birmingham
Birmingham sits in a freeze-thaw zone. Night temperatures regularly drop below freezing in winter, then the roof warms rapidly on a clear day. Traditional bitumen-based felt becomes brittle below around -5°C and cracks under this repeated movement. EPDM, by contrast, remains flexible down to -40°C and can stretch up to 300% without losing its waterproof integrity. The material has been through decades of Birmingham winters on the roofs we installed in the 1990s and it consistently outperforms felt on longevity.
North Birmingham also has a large Victorian and 1930s housing stock. Many of those properties have bay-window flat roofs, garage roofs, and rear extensions that were covered in multi-layer felt 20 to 25 years ago and are now due replacement. EPDM is our most commonly specified material for these re-cover jobs.

- Not suitable for foot-traffic areas without additional protection board
GRP Fibreglass (Glass Reinforced Polyester)
GRP roofing is a rigid, seamless system installed as a liquid that cures to a hard, walk-on surface. A polyester resin is applied over woven fibreglass matting in two or more layers, then finished with a coloured topcoat (gelcoat). Once cured it is fully monolithic - there are no laps, seams or overlaps.
GRP and Birmingham housing
GRP is popular on dormer flat roofs, bay-window flat roofs, and small extension roofs where the shape is complex - angles, upstands, outlets and abutments all handled cleanly in one continuous pour. The rigidity that makes GRP durable also makes it less tolerant of structural movement, which is worth bearing in mind on older Birmingham properties where timber decks can flex or settle.

Pros:
- Fully seamless - virtually eliminates lap-joint leaks
- Hard, walk-on surface - suitable for balconies and roof terraces with appropriate load calculation
- Very clean, low-maintenance surface
- Good UV resistance with quality topcoat
- Can be colour-matched to match soffits or fascias
Cons:
- More expensive per m2 than felt, comparable to EPDM
- Rigid - not suitable on decks with significant movement or deflection
- Cracking can occur around rooflights and upstands if substrate moves
- Requires specialist installation - not a DIY system
- Resin fumes during installation require adequate ventilation
Felt (Torch-On / High-Performance Bitumen)
Traditional felt - specifically three-layer torch-on bitumen felt with a mineral-finish cap sheet - remains the most widely specified flat roof material in the UK by volume, largely because of its lower upfront cost. It is not the same product as the thin, single-layer felt used on roofs built in the 1970s and 1980s that are now failing across Birmingham's housing stock.
Modern high-performance felt is a torch-on polyester-based system. Each layer is heat-applied to bond the laps, and the final cap sheet provides the waterproof surface. Done properly by a competent team, a three-layer felt roof will last 15 - 20 years.
Felt pros and cons
Pros:
- Lowest upfront cost of the four systems
- Widely understood - most roofers can install it
- Good repair record - local patches are straightforward
- Suitable for all roof sizes and shapes
Cons:
- Shortest lifespan (15 - 20 years versus 40 - 50 for EPDM)
- Bitumen becomes brittle in sustained cold - freeze-thaw cycles in Birmingham winters accelerate cracking at laps
- Laps (the overlapping seams) remain the primary failure point
- Requires more regular inspection and maintenance
- Over a 50-year ownership period, you may need to re-cover the roof twice more - eroding the initial cost advantage
We rarely recommend felt as a first choice for new-build flat roofs. For a straight re-cover where budget is the constraint, it is a reasonable short-to-medium-term solution.
Single-Ply Membrane (PVC / TPO)
Single-ply membranes - PVC or TPO - are factory-manufactured sheets 1.2 - 2.0mm thick, welded together on site with hot-air guns to form a continuous surface. More common on commercial buildings, they are increasingly used on large, simple residential flat roofs. Installed cost runs £70 - £110/m2.
Single-ply pros and cons
Pros:
- Excellent performance on large, simple roof areas
- Weld-based seams are very strong when correctly heat-fused
- PVC is highly UV-resistant and available in light colours that reduce solar gain
- TPO is more environmentally friendly than PVC
- Good fire classification
Cons:
- Seams are only as good as the installer's technique - requires trained, certified operatives
- More commonly specified on commercial buildings; some residential roofers lack experience with it
- PVC can become brittle with age if plasticisers migrate out
- Not cost-effective on small, complex roofs - EPDM or GRP are better choices under 30m2

The single biggest mistake Birmingham homeowners make is choosing felt to save money upfront on a garage roof, only to be replacing it again 15 years later at a similar cost. Over a 50-year period, an EPDM roof installed once usually costs less in total than two or three felt re-covers.
A Note on Insulation
Whichever material you choose, the insulation below the membrane matters as much as the membrane itself. A cold flat roof (insulation between rafters) is cheaper to build but risks condensation within the structure. A warm flat roof (insulation on top of the deck, below the membrane) is the current Building Regulations standard for new work and extensions. If you are having a full re-cover, upgrading to a warm roof at the same time is the most cost-effective moment to do it.

How long does an EPDM flat roof last in the UK?
A professionally installed EPDM rubber flat roof has a life expectancy of 40 - 50 years under normal UK conditions. The membrane carries a 20 - 25 year manufacturer warranty, and many original installations from the 1990s are still watertight today.
Is GRP fibreglass better than EPDM rubber?
It depends on the application. GRP is rigid, seamless and walk-on, making it the preferred choice for dormer roofs, balconies, and complex shapes. EPDM is more flexible, better on large simple areas, and performs better on decks that may move slightly over time. For most Birmingham garage and extension roofs, both are excellent options - the choice often comes down to shape complexity and budget.
Why is my old felt flat roof leaking?
The most common causes are lap-joint failure (the seams between layers have lifted or delaminated), a cracked or split surface blistered by freeze-thaw cycling, or pooling water that has worked through a compromised section. Three-layer torch-on felt from the 1990s is reaching the end of its serviceable life across much of Birmingham's housing stock. A like-for-like felt re-cover is one option; upgrading to EPDM or GRP at the same time is generally better value over the long term.
What is single-ply roofing and is it suitable for a house?
Single-ply refers to PVC or TPO membranes welded into a single continuous sheet on site. It is more common on commercial and industrial buildings but is used on large residential flat roofs.
